Getting rays in the panhandle

I am hoping that some of you guys that fish the panhandle region will be able to chime in with some insight on how you get your rays in this region. So far the only way that I have been able to find them consistently is on the sandbars on a low tide. I go out and snag them. If the surf is rough it is nearly impossible to spot them though. I will occasionally catch one off of the pier with cut bait. There are some shallow grass flats around. Is that a good place to try and snag some?

Where are you at in the Panhandle? The flats are a good place to gig Rays. The Cownose schools are in the bay now, and I have been having good luck snagging off the local bridges.
