Keys tarpon
This won't answer all your questions ... but I would be free lining fresh "hand select" shrimp or crabs on a good long fluorocarbon leader. Large live bait fish is a good 2nd place bait. Never ever use dead or frozen bait for Tarpon. Remember that the visibility in the keys is premo. The keys tarpon can afford to be picky about what they eat, so bait and tackle visibility play an important roll. Pay attention to the tarpon using the actual bridge structure to hang out around. This is obvious ... but first thing in the morning and sunset should be the better times. Tide effectiveness (incoming/outgoing) is going to be dependant on what bridges you fish from. As with most other fishing, water movement (not a slack tide) is important. Once you choose the general area that you are fishing from, you may be best served by taking a full day and trying to collect local knowledge. Be gracious and ask as many locals as you can about what they would suggest. Maybe even buy people drinks at night at the local watering hole in hopes of (or thanks for) fishing tips. The local knowledge will be the most valuable thing you can get.
2 caveats - If the Tarpon are tight lipped don't get discouraged. In The Keys there are definitely "other fish in the sea" to target and enjoy.
Also, I've spoken with fisherman who have been successful using fresh dead bait fish targeting Tarpon in SW Florida. I just can't imagine that technique working in The Keys.
