Harvest of Hammerhead in Federal Waters?

Trying to understand the laws regarding the harvest of protected species of sharks. I came across this photo of a harvested Hammerhead from earlier this month on a charter fishing boat from Central Fl on Facebook :

I was under the impression, all Hammerhead and Tiger Sharks were banned from harvest. I would hate to see this charter company get in trouble for this (I have been out with them). It is clear by the photo and caption, that this Hammerhead was harvested, and they plan on eating it. Is this a legal Hammerhead?

this what myfwc.com says
"The new measures, which also prohibit the possession, sale and exchange of tiger sharks and great, scalloped and smooth hammerhead sharks harvested from state waters, will go into effect Jan. 1, 2012. These sharks can still be caught and released in state waters and can be taken in adjacent federal waters."
