I've used them up to 5ft for bait and had them get eat in. I use huge hooks in a 5ft tip to get any sort of a hook up ratio 2 16/0 one in the tip of the tale and the other in the dorsal. U have got to give the fish a huge drop back when he eats another shark that big. O and make sure u have tons of drag and lots of line. I've had fish eat a 5fter and spool an 80w full of braid like I wasn't even there and I'm 5'10 and 240 lbs giving it every thing I had. There r quite a few people on this forum that can say they've seen me do it and seen the aftermath lol. Good luck and make sure u set thosev16/0's HARD

Run 1 hook through the tip of the snout and make sure it is exposed good..it seems like they usually eat them head first. I've tried hooking them in the tail before and they usually bite off the top 3/4ths and leave the tail. If it is a really small shark and can easily be swallowed whole it doesn't really matter but if its a decent sized one definitely run it through the snout.

This is from FWC 2012 regulation edition for sharks: "54 fork for all sharks except Atlantic sharpnose, blacknose,
blacktip, bonnethead, finetooth and smooth dogfish" , which means all these shark that are in exception list CAN be used for baits UNDER 54".
I don't see spinner sharks to be in that exception list, so be careful, when you catch these sharks - make sure you know which one is which. The spinner shark will have a black tip in the annal fin versus blacktip which is fully white.
Please look at this article:

I would suggest to print that out, and have it in your tackle box to refresh yourself in case that you run into a shark and you're not sure what it is.
Here is another great article with real pictures:
