big vs. small bait

i know monster sharks get caught on monster baits yet ive seen many big sharks caught on tiny baits. whats ur guys idea on this topic. we hooked a big bull at big carlos on a barely legal sheepshead and ive seen a good lookin bull caught on a tiny half of a mullet at the sanibel pier.

Little bait little scent, big bait big scent (more sharks, not necessarily big though)

I once used a 2-3 inch tail chunk of mullet on my spinning tackle and caught a 8ft 6in sandbar shark........but i typically only use monster sized baits so i dont have to drag in sharks under 10ft.......but even then ive had a 25lb cownose get eaten by an 8ft tiger
