Just float it out. 7ft of #19 wire between your hook and float.

It is always about where you are fishing, i had my bait floating on top for that bull, but he wouldnt hit it, so i dropepd it down and he picked it up before it hit the bottom, most of the time they would hit it on top in the keys, on the west coast id rather put it on the bottom, but live bait liek lady fish i would either leave on a balloon or freeswimming, my most successful catch though has been tossing the bait right to the shark when you see it, like i did with my tiger from the pier.

Just an average fisherman.

All of the above and then some .Remember every place has it tricks and you must put in your time to learn the particulars of any given spot there are not many general rules that apply.Use fresh bait, try go get a good scent going there is usually lots of current at most bridges so get your bait where the sharks can get to it ,,,i like mine under the surface some like to keep it on top but depending on whether there are lots of debis or reef then you should try and keep it off the bottom.Fresh is better then frozen and live bleeder is best,,If you can get a live bait down -do it. Good luck.
