Most fish lose a bit of appeal and become soft after being frozen. I've always found that stingray stays tough, and though I haven't fished it alongside other frozen baits enough to determine the sharks preference, most guys I talk to will choose frozen stingray over frozen fish.

The majority of fish if frozen really fresh, (like kept on ice) will stay nice when you use them again. Whole bonitas are fine, jacks, cudas, stingray, cownose, amberjack, those stay good in the freezer as well.

Just an average fisherman.

In food industry, meat dipped in water then freezed all together gives the refreshes taste & flavor vs freezing just the meat itself without water in a plastic bag. I would imagine doing the same with bait and sea water in a zip tied bag, should give the best preserved results eliminating any contamination.

Sounds good till you get a fish to poke through your bag and permanently damage your deep freeze with salt water.
