Figuring Out Sandbars

So I've never really targeted sharks much during the winter, but I want to start. I know it's pretty much just sandbars around, so I'm wondering how you go about targeting them as opposed to the usual blacktips, bulls, etc. I usually fish passes pretty hard in the warmer months, but most sandbars I see are landed off the beach. Do they tend to stick more oceanside, or do they wander up toward the intracoastal and the passes? My theory is that since the tarpon and mullet are pretty much gone, they stick to the beaches and hunt bluefish, ladyfish, and menhaden. Just a thought. Any help is appreciated, like I said, winter sharking is new to me. I'm fishing the St. Pete/ N. Redington area around Christmas, if that helps.

Sandbars are in the bays and on the beach in most areas I have fished. I have caught them in the bays in very warm water, in cool water, and on the beaches in cool water.

It seems that in many areas spinners and small tigers are thick with the sandbars and can tolerate cooler temps then tigers would normally be associated with frequenting.

In some areas the sandbars are really keying in on the black drum, I guess that is my favorite bait for them overall. At times though they will pick up nothing but mullet for me though, sometimes 6 to 6'6 sandbars will pick up finger mullet meant for red drum over and over when the shark sized baits go untouched. This has happened on several trips in the last few years.
