That's because last time that i checked even at FWC is a mad house on how to enforce this new law. So there you go, already comes down to whatever that FWC officer "FEELS" that's best to apply.
I wanna see him charging me with second degree misdemeanor because i continue fighting that shark till releasing it.
Maybe that officer who told you that, skipped the part of the law where it said "catch and release" is still allowed in state waters.
Maybe a slap in the face with an email that states that would make him think twice before makes another "recommendation" like that.
This is exactly like another FWC where she said "Sir, you have stingray in your cooler, 'We'll get back to you on this'" Nah.. FWC. While the officer wrote a ticket for another fishermen for having over the limit blue fish, as soon as she see me passing by she toke out the regulation and looked over quickly to see if stingray are illegal to harvest. My friend and I we start smiling and continue walking.
Not all FWC officer knows properly conservation laws. That's why we have a Judge to go through, right?
Knowing your rights - is your best approach.
