I would guess that someone spent an inordinate amount of time making sure all clearances are set to minimum by shimming, things of that nature. Blueprinting of engines, firearms, etc all involve meticulous assembly to minimum standards by machining components to make sure all surfaces are mechanically perfect, threads are straight and true, etc. Now a fishing reel?? Can't see setting that up on a lathe or milling machine myself.
